Anthropic opposed creating an independent state agency with authority to define, audit, and enforce safety requirements. The justification was that the field lacked "established best practices". Thus, an independent agency lacking "firsthand experience developing frontier models" could not be relied on to prevent developers from causing critical harms. The case dates back to 2018 when Stephen Thaler applied for a copyright of an artwork called A Recent Entrance to Paradise. Unlike using ChatGPT or Midjourney, Thaler, a computer scientist, created an AI system that generated the artwork in question.
